We are seeking a driven and ambitious Procurement Manager to join our Water, Aviation and Highways team. You will lead end-to-end subcontract procurement and major materials procurement across both live projects and tender activities, ensuring robust commercial management, timely delivery, and best‑value outcomes.
This role offers a fantastic opportunity for an individual looking to further develop their expertise, take ownership of key procurement activities, and grow into a position with increasing responsibility and influence across complex infrastructure projects.
Role Responsibilities
Lead the end-to-end subcontract procurement process across a portfolio of projects, from developing sourcing and package strategies through to subcontract award, contract execution, and supplier performance management. You will drive value, mitigate risk, ensure compliance, and work closely with project teams to secure and manage high-performing supply chain partners, monitoring performance against commercial, delivery, quality, and safety objectives to support successful programme outcomes.
Lead the procurement of major materials across a portfolio of projects, developing sourcing strategies and managing the full procurement lifecycle from market engagement and tendering through to contract award and supplier performance management. You will secure cost-effective, high-quality materials while ensuring supply continuity, mitigating risk, and supporting successful programme delivery.
Maintain and manage procurement schedules, providing accurate reporting on procurement performance, cost savings, and value delivery across projects
Negotiate and place timely, commercially robust orders and subcontracts that maximise value, mitigate risk, and protect business interests.
Ensure full compliance with Morgan Sindall procurement processes, governance requirements, and DELAP procedures.
Support business growth and work-winning activities through the development of procurement strategies, tender support, market analysis, supplier engagement, and bid evaluations.
Lead supplier and subcontractor selection activities, including pre-contract meetings, commercial evaluations, and contract negotiations.
Drive innovation and continuous improvement by engaging with the supply chain to identify new products, services, and delivery solutions.
Support the development of a high-performing supply chain, contributing to supplier segmentation strategies and maintaining a robust supplier and subcontractor database.
Build, develop, and manage strategic relationships with key suppliers and subcontractors to strengthen collaboration and deliver mutual value.
Monitor, review, and manage supplier and subcontractor performance, driving improvements in cost, quality, delivery, safety, and sustainability outcomes.
Champion safe, sustainable, and responsible procurement practices, supporting Morgan Sindall's Perfect Delivery and Responsible Business objectives through effective supply chain engagement and management.
Skills, Experience and Qualifications
Experience working on major water frameworks is highly desirable; however, candidates with a strong background in civil engineering or infrastructure projects will also be considered.
In depth knowledge of End-to-end Subcontract procurement from Strategy through to contract execution
Strong commercial awareness and NEC Subcontract experience
Ability to follow processes and drive procurement practices on our projects
Must have a good understanding of civil engineering (civils) works
Excellent organisational, planning, and time management abilities, with the capacity to manage multiple projects without compromising on quality.
Ability to ensure compliance with standards and specifications across all procurement activities.
Strong negotiation and diplomacy skills, with the ability to present clear, compelling business cases to senior stakeholders.
Ability to work effectively within a collaborative team environment across a business unit or operational area.
Confident working with senior management to set and achieve project and operational targets.
Desirable: Membership of the Chartered Institute of Purchasing and Supply (CIPS) or an equivalent professional qualification

About the Water and Highways Business Unit
Our Water team designs, builds, and maintains vital UK water infrastructure, ensuring secure water supply and wastewater services.
We work with major water companies to create resilient facilities, reduce flood risks, and improve environmental outcomes. Currently, we participate in the Welsh Water AMP7 and AMP8 frameworks and have secured projects with Wessex Water for the next five years. These long-term framework agreements are part of a national £105 billion investment, requiring a collaborative and agile approach to meet the industry's challenges.
We have recently submitted bids for Other major Water Frameworks with further tenders to reponed to later this year
Our Highways team delivers comprehensive services, from major national projects to local schemes, improving road journeys for millions daily.
With expertise in tunnelling, bridges, and more, we provide end-to-end project support, including design, integration, and construction. Current projects include concrete road replacements for National Highways and the Scheme Delivery Framework again for National Highways

Key Qualifications & Candidate Profile
- Relevant technical qualifications in Construction Management, Commercial Surveying, or relevant technical trade.
- Proven track record operating on UK construction sites or major infrastructure frameworks.
- Knowledge of UK health, safety, and environmental standards (CDM regulations, CSCS, IOSH/NEBOSH).
- Strong communication, team coordination, and problem-solving abilities.
Compensation & Benefits Guidance
Estimated Remuneration: GBP £45,000 - £65,000 per annum (competitive market rate commensurate with experience)
